On the formatting thing. . . .

Word has this nifty thing where you can copy a paragraph's formatting.
To correct your original document, copy the formatting of the next numbered 
paragraph (3. "Wand order Issue" in this case).  To do this select the 
entire source paragraph.  With the paragraph selected, click the Paintbrush 
Icon--tool tips say "Format Painter" on my version.  Then select the entire 
destination paragraph.

The numbered list in this area was continuing from the next numbered 
list.  You probably already know about this, but it was necessary to go 
into Paragraph-->Bullets and Numbering... and select Restart Numbering.
