FAQ Site question

Does anyone have any feel for how these pages are to be formatted (with 
respect to header and footer) and linked together?  There are easy 
mechanisms to add common headers and footers to web pages and I could 
easily start work in that area since it is independent of content.

What I had in mind was an arrangement like the following on a non-main page


[Small Graphic header suggesting main FAQ page]
[text links back to main Lexicon page and our main FAQ page]
[FAQ contents]
[copyright, last updated, report errors here (All text)]
