[HP4GU-FAQ] New file uploaded to HP4GU-FAQ

[Porphyria]

This is for people working on FPs. I guess Lupin, Quidditch and Legal 
Issues are the ones currently in progress, so please give this a look when 
you go to compose the final product. For future FP authors, please try to 
remember this is here.
