Well, I must admit that Lucius owning the Riddle house is *my* interpretation of canon, but it's an instinctive one, dating from my very first reading of the chapter.  I did post it to the list some time ago, and I've seen others make that assertion as well.  It tends not to provoke a big response.  Personally, I think the Potters' real estate was all in Godric's Hollow and that Voldemort told Lucius to buy the Riddle house for him.

In any event, I'm sure we could find plenty of other provisions in the tax code that might apply to Lucius.
