How about we start with 25,000-50,000 and we give five people 
responsibility for 5,000 messages each?  

We could also say that the catalog needn't be complete.  Instead, it 
could only be the best messages -- messages that are sufficiently 
substantive and interesting and so might be cited or linked in a FAQ 
someday.  

That might help streamline things quite a lot.
