I have to say I agree with Penny and Amanda.  We were all given Mod
privileges for the express purpose of performing Mod tasks such as
inviting new members.  I don't recall any policy, tacit or otherwise,
that required the permission of the group to invite people to FAQ. 
This list has been self-governing in the past, and until there's a
decision to change that, it still is.
