New discussion document for MEG

Following a chat with Paul and Kelley the other night I have now 
written a discussion document for them to present to MEG, to see if 
we can find a way forward on the legal issues and also the design and 
display of the catalogue for members.

The document is now in the files section, in both PC and MAC formats 
if you want to read it and comment.
