testing HTML post ability

Does anyone know why HPFGU hasn't had an HTML post since post number 
172?  In the groups I control, I see no setting for this.  But I 
think originally there was one.  I also remember asking Penny to 
turn it off.  Yet in this group, my previous email was HTML....
