list management vs off topic

This probably doesn't matter much, since both categories are rejects.
 But I'm wondering how people are dealing with things such as chapter
summary setup (who wants to volunteer, what should we discuss, etc.).
 I've been a bit inconsistent, switching between 0.1 ADMIN/list
management and .4 Off Topic.
