Um, undoubtedly what's happening is that people are taking off more 
than the code they are dealing with as they sort out another category. 
I know we kind of agreed this was ok, on the grounds that it might be 
the last chance that a post was reviewed, but unfortunately it could 
waste other people's time - as here, when poor Ginger has carefully 
gone through and decided what to do with a bunch..

This is really tricky and I don't know quite how to prevent it, other 
than not touching category codes which are yet to be worked on - you'll 
need to check the database for which ones those are. And, please note, 
if you remove codes on categories that HAVE been reviewed, that means 
you are disagreeing with the person who has recently read that section 
all the way through, so think twice about doing that too...
