I can't remember, exactly, but I know it was below 10,000.  I found 
a discussion on OTC, started by Petra, that had this post by Anne U, 
placing membership at about 7500 at OoP's release:

Also, when looking at the currrent membership numbers, keep in mind 
that prior to Yahoomort wreaking havoc with Groups in March, the 
bouncing members were not included in the counted membership numbers 
listed on the home page.  I think we were still hovering somewhere 
in the 13000 range before the change that bloated the membership to 
its current numbers.
