Divination & seers

I'm currently reviewing category 3.16.7.7 Divination, and a large
percentage of the posts discuss who may or may not be a Seer. Because
these posts tend to focus more on the characters being discussed than
the topic of divination, I thought we could use a new category for
Seers. I'm not quite sure where the best location would be, though.
Suggestions...

Certainly posts on who might be a seer should be taken out of this 
section. In as far as they can't be bounced back to their character 
categories (you need to be really firm about the Ron stuff going to 
that code for instance), I would vote for having a third subsection 
under 1.1.3 Freewill, choice and fate called 'Seers'.

However, the definition of what goes there should be very narrow 
indeed - mainly the nature of seers, how many there have been etc.

We need to ask Boyd, who is sorting out 1.1.3, how this might overlap 
with what he is finding there.

There is a further problem, in that I expect it will include mentions 
of Cassandra Trelawney - really, she should then get her own code 
under '2.12 Historical Wizarding Characters'.
