3.16.7 General curriculum and subcodes

Sorry to be repetitive, but I haven't seen any responses to this 
suggested change to the catalogue (i.e. getting rid of categories 
3.16.7.2, 3.16.7.8 , and 3.16.7.13).  Since we're beginning to 
catalogue again, I think they should be removed before anyone is 
tempted to put something in them again.
