Hugo Weaving is actually Nigerian but lived in Australia from the age 
of 16. Is it explicitly stated somewhere that anyone of non-British 
descent cannot be cast in an HP movie? Zoe Wanamaker (aka Madame 
Hooch) was actually born in New York after all, to American parents. 
Though you could never tell from her cut-glass accent!
