Really, I'm not trying to be a wise guy, but you couldn't
know whether Tom Felton has hit puberty unless you've seen
him with his pants down.

There are a lot of processes going on in a guy as he moves
into puberty, and for most guy those processes are pretty
much all happening on the same schedule, but they are
on independant schedules. While Tom F. may not be showing
some of the more obvious external signs of puberty, I
think the 'hidden' signs would indicate he is well on his
way.
