I would love to think that they're planning that far ahead, even though it would 
be inconsistent with the books.  Why would anyone care if the spectators could 
see the action in Task 3, when obviously they couldn't see it in Task 2, which 
was underwater?  And if the spectators *could* see the participants in Task 
3, then of course the participants could see the spectators, too, and Harry 
wouldn't need to be using his wand for orientation, so it's not a flint.  But the 
towers and elimination of the wand/compass would be an OK modification for 
the film, IMHO.
