Absolutely..and I can tell you (as a born New Yorker) that someone who said 
"I've never been to New York" meaning the city, who had been to Brooklyn 
would have been totally credible. The City means Manhattan. (With apologies 
to any who live in Brooklyn, Queens, Staten Island and do not concur)
