There are a couple of ways:
It is possible for them to convince Hagrid to 'get rid of Norbert' 
himself, then get in trouble when they want to make sure that Norbert 
is really gone.

There are a couple of advantages in doing it this way: 1. Hagrid 
doesn't act OOC.  2. Avoid the Charlie Weasley connection and hence 
reduce the amount of subplot.

Of course if it doesn't work, then Snape is always around if a 
detention needs to be given.
