I search until a found a video clip of the dueling scene, and it
sounds like Harry does say something very close to 'Rictus Sempra'.

The video you want in #13. You can replay it over and over again. 

Just seemed odd that they would give Draco a new charm that was
consistent with the result of casting the charm. But leave Harry with
a charm that was inconsistent, but that appears to be what they did.
