Brits Only Restrictions: exceptions re: Tom Riddle?

Okay- I know that there is a Brits only restriction, but I think it 
may be possible to make an exception for Tom Riddle. I need 
everyone's help with this one. I have a friend who would be perfect 
for the role of Tom Riddle. He looks like Harry Potter (he works in a 
bookstore and kids think he is Harry himself!), he is 17 (but looks 
more about 16), is tall and slim, and is an actor (okay- only school 
productions but he was damn good!) The only problem is that he is not 
British! However, he is very adept at picking up mannerisms, incuding 
accents. After about two weeks in Britain and a little work with a 
voice expert he would be just fine! 

He lives in the San Francisco Bay Area in California, USA.
