Casting Bill and Charlie

All this talk of youngens :) like Ewan McGregor
and Christian Bale playing Lupin in PoA has me
thinking...

I was trying to think of what roles there ARE
for people in their twenties.  Everyone seems
to be either a teenager (or preteen) or over 30.

So, I was wondering, what about Bill and Charlie?
Could Christian Bale play one of them, assuming
of course he died his hair red.  :)  Or do we
want an authentic red-head?

Oh.. and here's another question.  Who is older?
Bill or Charlie?  I'm prone to guess that Bill is
older, since he is always named first... but do
we know for sure who is older?
