Well, it's not TOTALLY out of canon. I mentioned this once before in 
this thread, but I think it merits repeating. I don't have the books 
here at work, but I remember from the Borgin scene, which was filmed 
and then cut from the movie, that Lucius is berating Draco for not 
having better grades than muggle Hermione. Lucius also says that if 
Draco doesn't improve, that stealing would be all he would be good 
for. I think this line is in the cut part from the movie, which would 
then have Klepto!Draco have meaning.
