To cover both eventualities, Terry Jones is very much alive and 
kicking; on the other hand, Marty Feldman (Igor from Y.F.) has been 
dead for 20 years... 

Oh, and in reply to the original poster, the role of Fudge has 
already been cast (he makes a small appearance in CoS for Hagrid's 
arrest), and he's played by Robert Hardy. Hardy has already been 
contracted for PoA as well.

Fantasy castings are therefore irrelevant. :-)
