I agree completely - it's gorgeous!  Perhaps it's showing the 
departure or return of students to Hogwarts to/from the Christmas 
holidays?

CoS describes Lucius as having "sleek gray hair" (at least in the US 
edition; the UK edition doesn't have this reference) so I had 
pictured a businessman rather than a rock star.  Although I saw a 
picture of the actor who will be playing Fudge, and he looks 
*exactly* as I had pictured Fudge!

Thanks for the clarification on the photo shoot - that makes sense.
