Its the director's decision and CC decided to allow Jason Issacs to give it 
that interpretation. He could have told him: 'No don't play it like that.  
Draco is a brat, a spoiled pampered one and Lucius dotes on him'  Instead he 
allowed JI to play Lucius as controlling and indifferent (quidditch scene).
