Who picked Cloves?

Does anybody know who gets to pick the script-writer for a movie, and 
specifically, who made the decision for the HP franchise? Was Rowling 
involved? Is it the producers mainly, and what power does the 
director have in making changes? Do you think Cloves is with us for 
the long haul, or will we see someone else's screen adaptation in 
future installments? I'm not so happy with Steven, although I have no 
way of knowing just how bad it could have been. Don't get me wrong, I 
LOVE the movies, I only wish the dialog wasn't so clunky and that we 
got more of Rowling's humour and less of the instruction-type-humour 
(like "insert-laugh-here"-lines), and that the characters came across 
more clearly in what comes out of their mouths...
