But remember, from CoS we know that he was a student at Hogwarts 50 years 
ago (the last time the chamber was opened), which means at the time of CoS, 
he was at least 67 years old.  He didn't come straight out of Hogwarts and 
begin the Great Wizard War - there was apparently a number of years during 
which he raised up his following and then started the war.
