I just read the article and I think that the reporter is just making an 
assumption that its a new school uniform.  They mention in the same article 
something about how the surrounding mountains will make a brilliant backdrop 
for the Quidditch game in which Harry falls off his broomstick, but there's 
supposedly no Quidditch in POA the movie.
