It'll actually be easier than Waterworld, IMHO.  LOTR:FOTR made good use of
the Dry-for-Wet filming technique, which has been further exploited in that
television commercial where the people look as if they're playing tennis
underwater.  Basically, you do all of the work on a soundstage with fans
blowing and dub in the bubbles and other things later.  

There could also be good use of CGI ,as in Phantom Menace.  Underwater CGI
has come a LOOOOONG way since _The Abyss_.
