For the first part of your question, Sirius and James simply underestimated
Pettigrew. They switched to him because he was least likely to be suspected by
Voldemort to be entrusted with this information (in their view; obviously they
didn't know he was already working for the big V). They may have even been
subject to a latent werewolf prejudice; as somebody else pointed out, James and
Sirius have grown up with this bias, so they're not totally immune to it. They
didn't know who to trust, Sirius didn't even trust *himself*, so they chose the
friend they thought Voldemort would least expect.
For the second part, Remus didn't know about the switch, and it probably never
occurred to him that his two best friends would switch without telling him. He
believed Sirius was the one because as far as he knew, Sirius was the only
person it could possibly have been.
