Why Cloves is still a muppet

I understand the need for reasonable screen time. OK, some lines have
to go. But why replace perfectly good  JRK lines with some of the
"original" idiocy, why?
The most blatant case was in the Shrieking Shack. The dialog was
reduced to bare bones. However, they still found the time for Sirius
to tell   Snape "go and play with your chemistry set". Sirius is a
pure-blood wizard, how would he know anything about muggle toys?
