I'm pretty sure after 2 viewings that Hermione says that "Ron
fancies Madam Rosmerta", and nothing about anyone else fancying her.
My interpretation is that it was referring to something that's
heavily implied in the book.
In Chapter 10 of PoA (pg. 200, Scholastic) it says:
A curvy sort of woman with a pretty face was serving a bunch of
rowdy warlocks up at the bar.
"That's Madam Rosmerta," said Ron. "I'll get the drinks, shall I?"
he added, going slightly red.
It seemed that this was how the filmmakers chose to illustrate that
Ron has noticed the "curvy" Rosemerta and that Hermione may be
slightly irked by this ;-).
