Oo! I second Judy Dench. Not that it wouldn't be fun to see Julie 
Andrews playing against type, but I'm not quite seeing her playing 
someone who delights in petty, bureaucratic wickedness. Grand 
wickedness, sure...Bellatrix, maybe?
