Nope, she's not.  That's a movie thing.
 
Movies change so much of what's in books, it's just amazing.   I just 
discovered my Palm Pilot has two books stored in it (it came that way),  one of which 
is "The Wizard of Oz" which I've never read.  So I've started  reading it 
when I have to be in a waiting room somewhere, or something.   Dorothy had SILVER 
SHOES not ruby slippers, and the beautiful witch who started  her on the 
yellow brick road was an old woman, not a beautiful young woman (and  not named 
"Glinda").  So many differences already.  "Aunt Em" not  "Auntie Em" -- etc.  
Interesting, especially when I know the "Wizard" movie  so well.  It would be 
nice to know why screen writers come up with some of  the changes they do -- I 
think most of the time it's to keep the movie more  visually interesting.  Ruby 
slippers are much prettier (and more exotic)  than silver shoes, for 
instance.  Can't wait to see GoF!!
