JKR didn't leave Peeves out of the movies, Steve Kloves (the screen  writer) 
did, probably to save money.  Peeves would have to be created by  CGI or some 
other special effect (or a midget on wires, who knows?), all of  which costs 
money and screen time.  The books are already pruned to the  bone to fit in a 
"reasonable" film time (I'd sit through a 4 hours Harry Potter  movie, but 
apparently WB doesn't think many people would!!)  So it's  probably a time crunch 
as much as a monetary decision.  But it's up to  Kloves, the director and 
producers what they include and what they cut -- JKR is  consulted on some things 
but doesn't have a final say in anything, not from  anything I've read.  
Authors rarely have much say in the films made from  their books, unless the author 
gets involved as a producer or does the  screenplay himself.  SHe's still 
busy writing books, so she hasn't had time  to do any screenplays.  I've read 
that the screenwriter does stay in touch  with her to  make sure he's not 
creating things that are too far out of her  world, or that will be spoilers for 
upcoming books (there have been a couple of  close calls on the spoiler thing, 
from things JKR has said in  interviews).
