I think Pettigrew applied some sort of protective spell, since he had
probaby been exposed to spells with Percy, etc and had not been
revealed, but not being an exceptional wizard (unless influenced by
Voldemort) could be the reason Ron's spells had a perverse sort of
effect on Scabbers.
