Or could he be waiting for the Firebolt, just a lot
closer to the dragon than he does in the book?

I don't have much to add to SSSusan's message, but I
believe she's right; at this point, they simply
haven't integrated the Firebolt effects yet.  Not only
does the director tell Dan he's "jumping" on the
Firebolt, he instructs the kids to "look" at the
Firebolt in another of the behind-the-scenes clips.  

I think you're right; they just have Harry in closer
proximity to the dragon than he seems to be from the
book's description.  Works for me!
