I believe he's supposed to be "Nott," another Slytherin in Malfoy's  gang 
(and his dad's a Death Eater).  I don't know why they didn't have  Goyle there 
(he was the one who was missing) in some scenes.  And that  scene in the snow -- 
logistically, Harry would have had to be running in circles  around Nott to 
hold his scarf and spin him the way he was -- they had the  "circle" wrong -- 
if Harry stayed in the center of the circle and spun Nott  around, Nott would 
be racing in a huge circle, not leaning back while the ends  of his scar spin 
around HIM.  heehee.  Yet another PoA  mistake!

For a "who's that boy" that nobody has been able to solve (to  the best of my 
recollection), who's that heavy black boy in Gryffindor?   And if they wanted 
those lines said by a black boy, why not give them to poor  Dean, who had 
nearly no screen time?!  I hope that heavy black boy isn't in  GoF -- I found him 
quite annoying, especially since he's not supposed to be  there in the first 
place!  At least Nott is mentioned in canon!!   argh. . .
