Yes, that did seem a little baffling, why the entire DA was made to 
use the cut-and-bleed quills.  

And what *really* creeped me out about that scene was Umbridge's... 
well... more than twisted satisfaction.  I mean, it *was* that, but 
the look on her face and the sick little sigh she gave... she 
appeared so sadistic in that moment that she almost seemed to be 
getting off on it in a sexual way.

Bleh.

wait to see it again so she can ponder things more fully
