Billy Connelly as Rufus Scrimgeour

Sir Ian McKlellen as Dumbledore (he already refused)

Alternately-
Patrick Stewart as Dumbledore

We need to understand that there are several places in the
Last Book where Harry and Hermione will not be played by
Dan and Emma. When the go to the Ministry to get the
Locket for example, all three (H/R/H) will be played by
other actors. That opens the door for new characters
to enter the movie in, what are in a sense, cameos.

For example, we need a somewhat young, muscular and
intimidating person to be Dan at the Ministry. We need
someone middle age and far less intimidating to take
Rupert's place at the Ministry. I don't recall the details
of Emma, but I think a small unintimidating witch to
play the role.

Also, Dan and Emma (H/H) when they go to Godric's Hollow,
are older people.

I think it will be a real challenge for those actors to
both catch a hint of Dan and Emma and merge that into
themselves. We need to see the 'other' person, but we
also need to see Dan and Emma peaking through.

My point is, I see lots of room for big stars to come
in for just one small part. The HP movies have really
revitalized the careers of several of the lead actors.
They have made them household names. So, I think any
actor is going to be eager to get into the movies
even at a reduced fee.

Sorry for rambling, but I think it's a good question,
I'm just not familiar enough with British actors to really
give and informed response.
