FWIW, Trelawney is a Cornish name. (I know that bit of trivia because
of the Cornish adventurer Edward John Trelawney, notorious for
snatching Shelley's heart from his funeral pyre and taking off the
dead Byron's silk stockings to see his club foot [or feet?] first-hand.)
It's possible that Sibyll Trelawney is intended to be Cornish, as well
(though I doubt that she's connected in any way with the author of
"Memoirs of Shelley and Byron"). Whether Emma Thompson's accent in the
role is even remotely Cornish, I have no idea. I would guess that it
doesn't.
