The Weasleys know the Lovegoods, who are their neighbors, and the 
Weasleys invited them to Bill and Fleur's wedding, so it wouldn't be 
weird for them to be at Tonks and Lupin's wedding.  Lupin doesn't 
seem to have a family at all, so I could see the Weasleys standing 
in for them.  But you're right, it could be Harry's party, but they 
could still go to Shell Cottage, which could still be owned by Lupin 
and Tonks if Bill and Fleur never return to the story.

I *can't* see Ron going back to the Burrow after leaving Harry and 
Hermione - how would he deal with Ginny and Molly?  I don't know how 
that would work, for the same reason Ron explains in DH.  Plus, 
while Ron isn't as close to Lupin as he obviously is to his brother, 
both Lupin and Tonks are members of the Order, Ron likely trusts 
Lupin not to rat him out to his parents and Ginny, so I could see 
that he'd feel safe going there, and would think that it's a good 
place to bring Harry and Hermione after Malfoy Manor.  They'd be 
putting the Weasleys in a huge amount of danger by going to The 
Burrow, which was being watched by DEs after the Trio got caught by 
the DEs.  Ron would never do that to his family.

We'll just have to see how they handle it, eh?
