One of the themes of HBP is that Draco has to decide between whether
to save his father/family by committing murder or not.  He is full of
angst the entire novel.  His father has been sent to Azkaban. 
Voldemort is furious with the Malfoys.  It must seem like the weight
of the world is on his shoulders.  To kill or not to kill--- the most
powerful wizard of the age?  To attempt to save his father/family or
not to save them?  To obey a madman or not to obey?  Harry, of course,
spends his time stalking Draco and thinking he's up to something. 
Anyway, my guess is that this scene is something Harry spies.  While
brooding about everything Draco transforms the shoes he is wearing
back into his father's shoes.  It's a visual representation of
everything Draco is going through.  And, if I'm right, I think it's
very clever.  Brilliant even.  Will he be able to fill his father's
shoes?  They are big shoes to live up to.  Harry will think Draco is
just being strange and I bet he'll mention it to Ron or Hermione.
