It's funny that my husband, who is definitely *not* an HP fan, said 
the exact same thing yesterday, when he saw the picture in EW. He 
just finished reading HBP (didn't like it :-)), so it's all fresh in 
his mind. He even used the exact same words that you - "there is 
nothing distinctive about this Slughorn" and "he is just like any guy 
from the street".

I'm sure that Broadbent is a wonderful actor and that he can be a 
good Slughorn even without the mustache :-). But I always wonder what 
reasons do the movie-makers have to change characters' appearance. 
Sometimes I understand their reasons (like, for instance, Harry 
having blue eyes instead of green, because the actor can't wear 
lenses), but most of the time I don't. For example, why is Madame 
Maxime so ugly, when the book says she is "handsome"? And why can't 
Slughorn have mustache :-)? I just don't understand ;-(.
