Ah no.  I'm assuming the two figures in the burning hut are the 
Carrows.  The people on the tower are left to right:  Grayback, 
Amicus (sp.) Carrow, Bella casting the DM, and Alecta Carrow.

Narcissa is not at Hogwarts either in the book or the movie.
