Magpie:
According to Arthur Levine, he wanted to change the title to something with magic. He suggested "HP and the School of Magic" and JKR didn't like that. She thought about it and came up with SS. 

It's the editor/editorial that would discuss a different title if there is one, not a marketing exec in my experience.
