Just a reminder - in OOTP movie, remember how they use the Daily Prophet so often in 
the movie?  One of the headlines late in the movie is "Fudge Resigns" (that's from memory: 
it may be something close to that, but they do give us that information) - so technically, 
they have "covered" that part of the plot.  So they set up the need for a new MoM, even if 
they don't use "The Other Minister" to tell us who IS the new minister in HBP-movie.  They 
will need to have a new MoM, since they can't go back and cut that out of OOTP!
