I don't know if it's Shakespeare or not. But Google seems to agree

Oh,dear. That won't do. (I just copied the whole quote into the 
search bar at GOOGLE. 

Anyway, I was put off by the lack of agreement between rogue and 
their. I'm not usually one to point out spelling/grammar errors, 
because I can hardly throw stones. The quote should be 
"No rogue should enjoy his ill gotten plunder for the 
simple reason that his victim is by chance a fool".

The concept has to do with how the courts deal with fraud.

So, Steve. Where's the fraud in the Edwardian frock coat? Beats the 
heck out of the smock Severus used to wear.
