Yes, you're right.  I have brown eyes, and once in my college days, I decided to get green contacts (I already wore contacts, just usually not colored ones).  But because my eyes were dark, the green contacts just sort of looked rather murky on me.  I can't imagine being able to make brown eyes a pretty color of blue without it looking rather ugly.
