That was just called Mask, the true story of a boy called Rocky Dennis. The
actor you're thinking of is the delectable Sam Elliott, quite well known
for roles in Westerns such as Tombstone, in which he played one of the Earp
brothers (Virgil, mabye? It's been a while since I watched it). He also had
a very small role in Butch Cassidy And The Sundance Kid, which is notable
because he met his wife, the lovely Katharine Ross who was the female lead.

He was also in Road House with Patrick Swayze, and in The Hi-Lo Country
with Woody Harrelson and Billy Crudup.
